In Phase 2, three working groups will ensure that educational tools are widely adopted, stakeholder responsibilities are embedded in practice, and research institutions and funders are engaged as active partners in the fight against paper mills.

Education Working Group
Chair: Jason Hu, Taylor & Francis
The Education Working Group is tasked with overseeing the implementation of existing educational resources designed to combat paper mills. In addition to offering training (e.g., as webinars), the group will coordinate with publishers, institutions, and professional societies to ensure these materials are effectively integrated into training programs, editorial workflows, and researcher development initiatives. It will also monitor uptake and assess impact to guide future improvements.

Stakeholder Responsibilities Working Group
Chair: Michael Streeter, Wiley
The Stakeholder Responsibilities Working Group is charged with implementing the already-developed stakeholder guidance that defines the roles of publishers, institutions, researchers, reviewers and others in preventing and addressing paper mill activity. The group will support stakeholders in embedding these responsibilities into governance frameworks, policies, and everyday practices, while fostering accountability across the scholarly ecosystem.
